City of Joliet Pre‑Council Meeting (Sept. 15, 2025) — public comments on Dome of Unity; multiple consent items reviewed; motion to enter closed session carried

Mayor Terry D'Arcy and eight council members were present (Councilman Larry E. Hug absent). Members of the public spoke in support of Council Memo #498-25 (Dome of Unity). The City Manager provided overviews of numerous consent and agenda items including sidewalk, roadway and bridge contracts, water and wastewater contracts and purchases, SCADA maintenance, insurance renewals, the Laraway Road Phase I engineering award, the City Square sculpture contract, CDBG funding allocations to multiple nonprofits, and a proposed collective bargaining agreement with the Fraternal Order of Police. A motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance, and pending or threatened litigation was made and carried.
