Council focuses on safety and permits

The City Council referred several resident-driven requests to the City Manager, including traffic safety at Lawrence Street and Billerica Street, a possible crosswalk on Chelmsford Street/Rt. 110, odors tied to wastewater, school-bus safety cameras, and whether Lowell should expand all-alcohol package store licenses. One proposal to return the Lowell Fire Chief position to Civil Service failed on a 4-7 vote.
